What percentage of Americans do NOT fill out a Change of Address request when moving?

I am trying to determine how many Americans do not file a change of address form and thus would not show up on the USPS ';NCOA'; database. This is important for me to know how many customers I am ';losing'; each year by not using some other means of locating the addresses of these people. If anyone has any idea of this, it would be much appreciated.What percentage of Americans do NOT fill out a Change of Address request when moving?
I would unofficially say its a number between 5 and 10%. This is not based upon scientific data, but rather 20 years of experience as a Letter Carrier. Single family homes with medium incomes are on the low end of the scale because they have more to lose if they MLNA. Students, immigrants and those who are ';renting'; an apartment from a corporation end up on the high end of the percentage because they have few ties, don't understand the system, and/or in some cases are ';midnight movers'; on the run from their bills to begin with.What percentage of Americans do NOT fill out a Change of Address request when moving?
i usually will not. aside from junkmail, everyone else i will notify of my new address. then i dont get junkmail for the first couple months.
