How does an IP address change?

I have an invision board and was just wondering how does the IP address of a member change just about every time the post something i have something like 10 different IP address for the same member and i think there is more

someone please explain this to me??How does an IP address change?
There are dynamic IP addresses and then there are what I like to call `very dynamic IP addresses`. In other words, some people's IP addresses like to change very frequently. I have a dynamic IP, but it has only changed twice in the past year. Other people may have dynamic IPs that change a dozen times in a year. That's a `very dynamic IP address`.

Of course, they could also just be logging in from different locations or using proxies. You never know.

EDIT: No. You can ban him. Just ban his account. That's a lot easier than banning every single IP he has ever used. How does an IP address change?
I forget exactly how it works and what they are called but there are two different modem things. The older one only has one IP address for your computer and the newer one(which mostly everyone has) changes every once in awhile to prevent hackers from stealing your information and gaining access to your computer. That is the only reason your IP changes.
there are two types of ip addresses static and dynamic

static ips are fixed you pay for it and it will allways be the same

dynamic ip address will change usually evry 24-48 hours depending on how long your service provider sets it for TTL as it were it can change if you turn off your router/modem for about 1 hour it will change
Maybe they have different locations where they have different routers, yielding a different IP address for each.
Modem or router resets itself at some point and that changes the IP address
