How one can change address in his/her driver's licence precisely? Should he or she personally go to authorities office? How he can prove, that this address is true?

you call the department of motor vehicles and change it. Many places you can do it online.What is the algorithms of changing address in driver's licence?
You have to go into the DMV and have a NEW license issued with the new address. You CAN'T prove the address is true. Even if you present utility bills in your name at the new address, that does NOT prove you actually live there.
